Installing Dell software on new hard drive
I have replaced the hard drive on my Inspiron 620 MT, with a Seagate Hybrid 2 TB. I now need to install Dell Software and MS Operating system software. Dell first: I have a Dell CD titled “Drivers and Utilities Already Installed on this Computer.” I need to put those drivers and utilities on the new HDD.
I boot up with the Dell CD.

When you received the system, you should have been prompted to prepare a flash drive or a set of DVDs that allow recovery of Windows on the system - if you did that, you'll need that media now to reinstall Windows.
If you did not, and the OS is Windows 10, you can download that from Microsoft (it'll auto-activate using the product key embedded on a chip on the mainboard).

If it's an earlier version of Windows, you'll need to contact Dell to purchase a set of recovery media -- the disc you have is NOT a Windows install/recovery disc. It's just the drivers and utilities for your system.

So, the first step is NOT the Dell disc, but the Windows 7 Factory Image flash drive I made when I purchased the 620. The computer is booting up from the Windows 7 Factory Image flash drive. I now have Windows 7 installed. Next step is to get Windows 10.
I later upgraded to Windows 10. I was worrying about activation, but your informing me that the product key is embedded on a mainboard chip makes me less uncomfortable.
Thank you.

If you load the image, it'll take care of the drivers as well. Once a system is activated, it has a digital entitlement - a subsequent reload of Windows 10 will activate (assuming you've a live Internet connection).
You don't even have to reload the WIndows 7 OS - you can directly load Windows 10.
