Inspirion 1000

I have an Inspirion 1000 that was giving me a diagnostic code that the hard drive is not recognized.  I changed the hard drive and I'm still receiving the same message.  Can anyone help me?

These use old EIDE style drives - did you transfer over the blade connector from the back of the original drive?  You should not see the  44 pin connector on the back of the drive - an interposer is required to connect the drive to the mainboard.

It is recognizing it now but giving me "no active partition" message.  Trying to run the Windows 95 installation disk with no success.

You need bootable media to kick off the install.  Only the very last Windows 95 release (OSR2) was bootable from the CD -- most of them require being booted from a floppy diskette.
