HDD won't boot into windows installation

I have 2 HDD's. One works and one doesn't. The bios reads both but when I have the 2nd hard drive plugged in it won't boot even to usb. I tried taking without the working HDD so it's not the power supply. I know my usb windows iso is good because that's what I used to install windows onto the first hard drive. I'm not trying to install windows on it, but I couldn't boot with both hard drives so I tried going into the usb installation command prompt to clean it but it doesn't make it to the installation. Shows loading dell icon and then goes black after loading.

If you haven't done so, run the Dell diagnostics on the drives -- if one is faulty,  that may be the problem.  F12 at powerup.

If you require further assistance, please post any errors from the diagnostics, the system model (i.e., Inspiron N7110, etc) and the version of Windows you're running.
