GX280 can't get windows to work

I got two Optiplex GX from thrift store and fixed up the 270, but 280 has serious issues.

Tried just turning it on and main/biggest problem, keyboard works just fine in bios or when picking boot drive, but when login screen comes it doesn't work. Settings are set for usb devices to work so have no clue why they won't. I get past windows boot screen but wants you to click "crt alt del" to enter windows xp and neither mouse or keyboard work. I tried multiple keyboards and mice, there is no ps/2 slots and tried every usb port with multiple accessories. Not sure if I need the original keyboard or something.

I tried jumping mobo to defaults and swapped battery unplugged everything to start with defaults to make sure good and tried every setting possible. I gave up trying to make this just work, so tried reinstalling windows xp and get weird check disk error saying drive is bad, despite trying 3 different drives that are all fine on other computers, bio says are fine and hard drive check say are fine, tried different wires, 2 sata and 1 ide. I thought maybe 64bit but its 32bit and tried different ones like sp2 and none work.

The only thing different about it than when I got it, is there is new sticks of ram. 1gig in dimm2. But I've never had a computer that wouldn't work like this.

I have had a GX280 for 11 years now, I got it end of 2010 as an off lease. I am using USB keyboard and mouse and I've never had an issue. Make sure you are using the A08 BIOS that can still be downloaded from the Dell site.
To add to this, WinXP works well, I have an original, licensed version and I am currently using the computer with Ubuntu 20.04, no problem there either I can enable the video keyboard though at the login screen.
