Format Flash Card with OEM Windows 10

Hello, I used my personal Flash drive as a test drive and downloaded Windows 10 OEM for a DELL device.

Now I can't copy anything to it and I can't format it.

The solutions found, in particular the SMI Mass Production Tool and UPTool, do not find the device.
UPTool v2.0.9 shows device error. However, it works, except that I can't copy/delete and format.

Until recently, I could copy data, but not now.
