Your question: By what standard is it slower than before -- do you have benchmark numbers (CPU, GPU, windows experience index)? Or are you basing this on subjective memory?
No not on selective memory. Start off the laptop is some seconds slower, not much, but the big difference is working wit the laptop e.g. with Firefox. Actions within Firefox are about 2.6 times slower.
I have also run diagnostics and the only message I got was the was: no diagnostic utility partition identified.
Can this be the reason for the different behavior after installing a new disk?

We’ll try assist you. Firstly, if the system is slow after installing a new hard drive, we’d suggest you to run through the hardware diagnostics to isolate issues between hardware and software. You can refer to this link which has a video with the steps to complete the same. Kindly share the results.
Secondly, please perform a clean boot to normalize the usage of the applications on the background. Refer to this link to find the steps to perform the same.
Thirdly, please observe if the system is heating up. This also might be a cause of the system performing slowly. We request you to not post in multiple threads as this might lead to confusion.
