Dell Thunderbolt Dock - WD19TB - mouse & keyboard not waking up laptop - no USB prior to Windows bootup

Dell Thunderbolt Dock – WD19TBS
Other people reported this here but the issue was never resolved and after 2 years the topic was closed.
Does anyone know how to get the keyboard or mouse to wake up the laptop? It works if the mouse or keyboard are plugged into the laptop but not if they are plugged into the docking station.
I have to open the laptop and login to Windows using the laptop keyboard and trackpad. I cannot use a wired or wireless keyboard and mouse.
I have applied all updates (BIOS, firmware, Support Assist and Windows updates).
No Events found!

In your laptop, you must disable option of turning off USB power to save energy. In BIOS, you must enable thunderbolt boot support, USB boot support, and external USB support for the ports on WD19TB dock be recognized and function pre-OS.
