Dell Refuses to Ship Parts to APO

After one week of talking to @30 people that barely speak English at @12 phone numbers, they finally get me to the right department that can ship to an APO address. Unfortunately they tell me that I can not order a replacement hard drive, but only a complete new PC or laptop. Really? Can this be true, that Dell will sell the US GOV whatever is needed for overseas, but those of us serving over here can't get replacement parts? I've been buying Dell forever, but that's pretty bad when they refuse to ship parts to those of us serving the US Military overseas.

Has anyone had any success in getting Dell to ship a replacement part and recovery CD to an APO address? I shouldn't have to have it shipped to a friend in the US, only to have to pay and have the package forwarded to an APO address. An APO address is a US Postal address....it doesn't cost Dell any more to ship it there than to a physical address in the US.
