Dell Harddrive 450GB SAS, 15K 3.5", Seagate Eagle, H995N
Hello
I've bought on september 27, 2016 these 2 new harddrive to put into a Dell T 610 out of warranty. Now one of these hd is down. I try to format it and rebulding raid but it's always down. Are these HD already on warranty?

If these were purchased at retail, they should have a Seagate warranty to you. If they were purchased used, or as old stock -- they may not. Seagate has a warranty lookup tool here -- use the serial number:
support.seagate.com/.../warranty_validation.jsp

Hello... I've check to Seagate site and they say to refert to Dell for warrantly. Please, can you help me?

If they were shipped in a system, the system warranty (usually one year) is the drive warranty.
If they were otherwise sold by Dell separately, the warranty is one year from purchase.
If they were purchased other than from Dell, contact the seller.
