Dell Dock S2722DC doesn't work with dual monitors?

I just bought a new Dell dock and 2 monitors for a dual monitor setup off a laptop.  I cannot get the dock to recognize the second monitor, only one or the other.  

Laptop: Lenovo X13 (Type 20T2, 20T3) Laptop (ThinkPad) - Type 20T2

OS: Window 11

Dock: Dell ThunderBolt Dock WD22TB4

2x Monitors: Dell S2722DC

The monitors work interchangeably but not at the same time. My current work around is to have one monitor run through the dock and the second monitor run directly to the laptop via USB-C.  The dock can run dual monitors because I tested with another laptop.  I have searched for and updated the OS, Drivers and BIOS, etc. for the dock, monitors and Lenovo laptop. All software should be current.  

Frankly I am shocked that a nearly $400 dock cannot do such a basic function straight out of the box.  

Any advice or ideas?  What am I missing here?
