Dell 9570 - Slow read/Write over USB-C??

Hey Everyone - Been having an issue with read/write speeds from my Dell 9570 laptop.  

I got it, because it was billed as "high performance" and I do  good amount of video editing. 

I have a drive dock with fast drives connected to the laptop through the USB-C which should be the fastest speeds. 

When I test the speed with Blackmagic SpeedTest - I get only about 40mbs in both the read and write. I get the same when I connect to a USB3 port to the drives.  This seems very slow for what USB-C and 3 are advertised.  

I'm Win 10, updated to the latest version. Have the drives set for better performance in policies. It says that my USB drivers are updated to the latest driver. 

Unsure of what else I can do?? 

Any Ideas out there?
