Dear Dell, Why doesn't the Windows Operating reinstall cd come with our dell product?

If we get the Dell device and drivers reinstall cd, why don't we get windows operating system reinstall cd.  I believe it's a pretty critical item to have, especially if your system goes down or stops functioning properly.  That means one has to wait a really long time, just to tell the Dell rep that, "Hey, can I get the recovery cd."  And, if they that doen't have it, one must pay $209 to buy the whole package.

That's a good question.

Why would they include it when they can charge you an extra $10 when you order your system.
