That sounds about right, as Windows (assuming 10 is installed) takes up about 20 GB of space, and any software that was pre-installed along with temporary and application files will take up the other 10 GB.

If the computer is running Windows 10, you can reinstall a fresh copy by going to the Settings app, clicking on update & security, selecting recovery, and clicking on the get started button under reset my PC. This will remove any files and programs left over from the previous owner and reinstall Windows, which may result in an increase of free space. If the system is fairly new, you can use Dell SupportAssist OS Recovery to reinstall Windows 10, which will include applications and drivers that were originally shipped with the system. Otherwise, you'll have to replace the existing drive with one of a larger capacity, which you can reinstall Windows 10 to, or clone the contents of the existing drive using a program such as Macrium Reflect Free.
