Xtender and Exchange Mailbox Moves - Need a Better Process

Environment Setup
-EMC Email Xtender 4.81.655
-Exchange 2003
-26 Locations Worldwide
-78 Servers (1 SQL, 1 User Cache, 1 Xtender Server per site)

Current Challenge
-Mailbox moves for end users take several days if not more than a week.
-This is due to the amount of email content in Xtender that has to move.

Pre Xtender Process
-Cut User Mailbox to a single PST (mailboxes ranged from 100-550MB).
-Move User Mailbox PST to new site via WAN transfer.
-Burn GB¿s of User PST Files to DVD and send via priority shipment.
-Process worked well. User mailbox came up quickly & they would wait on their PST¿s.

Xtender Process
-Relax User mail limits.
-Move User Archive Folders (My Vault) back to Exchange to allow content to be unarchived.
-Cut mailbox into several PST files (depending on size of mailbox).
-Try and transfer PST files over the WAN, if not possible mail them (DVD) to new location.

Problems/Challenges
-New process takes days if not a week to do.
-Users wait on us to get their mail back so they can work.
-Per EMC, Xtender does not allow any type of Xtender Server to Server transfer.

I am thinking of changing the process to cut the Exchange Mailbox to a PST first, then restore the User Archive Folders back to Exchange and then cut them to PST. Move the mailbox PST over to the new location to get the user setup as quickly as possible, and then move the User Archive Folders over via the WAN or DVD shipment. This way the user gets up and running as fast as possible for their mailbox and then load the User Archive PST¿s into Exchange later.

I am looking for any and all suggestions, processes enhancements, tools, etc to help make this process work better. What are any of you doing when it comes to mailbox moves when you have an Exchange / Xtender environment.
