Here's something I found in the release notes...page 17:

Behavior of Offline Access with multiple Outlook profiles

Offline Access creates only one cache - for the default Outlook profile.
Offline Access works in non-caching mode for all other Outlook
profiles. (SDR 29954)

◆ If you log in to Outlook using the default profile, then Offline
Access builds a cache for that profile.
◆ If you log in to Outlook using a profile other than the default
profile, then:
¿ Offline Access does not cache anything.
¿ The Offline Access Agent runs with limited functionality. The
Compact, Update, and Rebuild options are not available.
Offline Access only synchronizes against the default profile,
not other profiles. (SDRs 30158, 29954, 30113)
◆ If you have an existing cache that was built under the default
Outlook profile, and then you change your default profile, a
prompt appears: Offline Access has detected that you changed your
default profile. Do you want to delete your old Offline Access cache and
create a new one for this profile?

Do one of the following steps:
¿Click Yes to delete the existing cache that was built for the
previous default Outlook profile, and to build a new cache for
the new default profile.
¿Click No to keep the existing cache. Offline Access will neither
add anything to the existing cache, nor build a new cache for
the new default profile. (SDR 30157, 30115)

The problem remains however that even if I do tell OA to delete the old one and rebuild, it still comes up the next time my user restarts outlook. She only has one profile and it is selected by default.

What type of profile is this user using?
Connecting to an Exchange server, pop or IMAP?

She was connecting to Exchange via IMAP. Her issue went away...chances are that she was trying different things each time the message came up.

This message will pop up if using an older build of Offline Access.
This should be fixed in the current Offline Access version.
