Shortcut resolution question

I'm currently having some problems retrieving emails with shortcut attachments from some of our remote users, and wanted to see if anyone has any insight on this. Here's the breakdown:

We run an Exchange 2003 environment, with Oulook 2003 clients running Cache Mode enabled, and EX 4.8 SP1. I've installed the exShortcutAddin.exe plug-in on a number of machines that reside at a few of our remote sites. I ran a shortcut task on a couple of the users' mailboxes to test (only shortcutting the attachment). They can see the shortcut icon of the shortcutted messages, and can view the body of the message when opening it (double-clicking the message). But when trying to open an attachment associated with the message, they receive the message "The message selected is archived & shortcutted, and cannot currently be retrieved (shortcuts are not available when outlook is offline.) If using cache mode, please synchronize your mailbox." I've uninstalled and reinstalled the plug-in a few times but still came up with the same problem. Any suggestions as to what may cause this problem?

Also, how exactly does the shortcut resolution work? Since these remote users are on a different network and not part of our domain, would this have some effect?
