Installing Forms in pure Exchange 2007 / Outlook 2007 environment

Is there a recommended way to install the Exchange forms (fdm or oft) in a pure 2007 environment? Without the Public Organization Forms Library of previous Exchange versions, we've been looking at the tedious manual process of installing forms for each user into their personal forms library.

We are working on a 500-user multi-site deployment of Exchange 2007 and EmailXtender, with non-technical users. Is there a way to automatically or centrally install these forms?

After research, I found that you can install a Public Forms Organizational Library in Exchange 2007.

Because of the (EmailXtract) requirement for Outlook 2003 we already need to have a public folder store enabled. Here is the link to Microsoft's instructions for creating the library: http://support.microsoft.com/kb/933358

Of course, it would still be nice to have the other option after EmailXtender supports Outlook 2007 on the EX server.
