about alert management!

If you read this "controlcenter alert threshold.xls" documents,

Connectivity Agents -> Fibre channel connectivity agent ->
Metric Name = EGN.Alarms.Manageability.FabricManagementCapabilitiesChanged
Default Conditions = Fatal=5 Critical=4 Warning=3 Minor=2 Informational=1

What does the result mean?
I have read the default conditions, but I couldn`t understand  what it means.
As I know each site has different environment,  I am wondering that there are recommendation settings or not.
I would like to know the default conditions.
