ESRS-IP Policy Manager Upgrade.
I am looking to upgrade policy manager, but when I run the latest version it looks like it will do a complete new install. Is there anyway I can just run an upgrade?

No, "upgrading" Policy Manager to the latest version involves removing the old Policy Manager and installing the latest. You should copy all the audit logs to a neutral place before you uninstall the exiting Policy Manager so that you can copy them to the new Policy Manager. Also, if you have any custom users and policies, those will be lost with the uninstall of the existing Policy Manager.

Is there anyway I can back up the current configuration of the policy server and restore it to the "upgraded" version?

There is but it's not worth the trouble unless you have created a large number of custom users and have many Ask for Approval policies set.
