Dial Out button linked to offline ESRS server?

Sometime during the week of 26 Dec 15, the link on the Dial Out button in Service Center changed to ESRS3.  When clicking the Dial Out button, it opens URL https://esrs3.emc.com/portal_ui/error/login_error.jsp

and gives the following error:

I've opened an IT ticket, but so far they have not been helpful.  Everyone on my shift has this same problem so we know clearing cache and cookies will not work (I have IE set to clear everything every time I close a window).

I guess this is more of a Lab issue because we are the primary Support that uses the Dial Out feature in Service Center.  I think the Lab is the ONLY Support Team at this time that uses Service Center exclusively for Remote Support.
