SupportAssist Not installing

I have a Dell Inspiron 13 Series 5000. When I ran SupportAssist it said the product is not licensed to run on this computer. I decided to re-install it, However when I run the installer it says RuleDownloadFailure. What to do? (I recently did a system restore and then updated to Windows Fall Creator's Update)

Please download and install the latest version from the following link from Managing Personal Devices section.

www.dell.com/.../support-center

Let me know if you still face the issue after this.

Hey, I'm having the same issue, even with the link you've just sent to us, I click and then when I try to Install it, it shows the extraction progress and after that, nothing happens. Any solution?
