If you look at the iscsi adapter on the esx host do you see the vrpa targets in a rescan?
This happens alot where you might need to rescan and/or add the vrpa scsi targets to the adapter manually and rescan.

if you right click on the iSCSI software adapter and go to Network Configuration, you should see your iSCSI switches show up there and be compliant.
Next, if you click on the Dynamic Discovery tab, you should see a list of IP's in there - these IP's should include the vRPA's iSCSI target IP's that you set during the install and that should be online and accessible on each vRPA. If these aren't in there you can get that error you are seeing. That is the first place I usually go if I have network issues, etc.

What does it show under the ESX cluster registration (Troubleshoot on the registered ESX cluster in the plugin) ?
