vRPA deployment

I'm currently in the process of deploying a two vRPA cluster on a client's system. The vRPAs are configured and all the prerequisites are met. The issue I keep running into is that when I run the deployment manager and I get to the datastores step I get the "Failed executing CreateAndAttachRPAction" error. Then, if I try to reboot the VM that the vRPA is sitting on, it get a "The operation is not allowed in current state" error.

What can I do to get past this and actually deploy the cluster?

In the hot site, there are ten servers with the RP splitter installed. The two servers holding the vRPA VMs  are fully configured with all the prerequisite hardware and soft iSCSI requirements. When I run diagnostics on the vRPAs in the CLI, they are able to make connections to the SAN (cx4-480) and see all the datastores.

What am I missing that I'm not able to actually deploy this?

I have to do this whole thing again on the DR site as well.
