Migration RP4VM cluster and all protected VMs with CRR configuration

I’m new to RP4VM, IHAC currently implemented RP4VM with CRR between existing DC vs DR. They’ve planned to move DC to new one but no change on DR.

Note : At new DC, customer will deploy the new VSAN-based solution, the old HCI infra located at existing DC will be decommissioned once complete migration.

Appreciated your expertise on this matter to enlighten me the following questions once the new system at new DC e.g VSAN environment, vCenter, network connectivity between sites and etc already setup.

1. For objective of zero or near-zero downtime migration RP4VM cluster and all protected VMs to new DC, which migration technique can meet this objective. Appreciated your kindness to draft the steps by steps or provide any source of reference to follow.
   1. Should we deploy the fresh RP4VM cluster on new DC -> then join vCenter between new and existing DC in ELM mode -> then migrate all protected VM via Storage Vmotion & vMotion, is it possible?
   2. Best methods to migrate Repository and Journal to new DC
   3. How about the CRR configuration between new DC to existing DR, can we preserve the configuration and old data or we need to full-sync again from new DC?
2. Since customer will use the existing RP license, Are there any steps or action related to license file.

Any other recommendation or suggestion on migration technique will be truly appreciated please.
