Cannot find licensing option or wizard for RP4VM

Working with a customer and we cannot find the licensing option or wizard for RP4VM. We did not have the license info at the time of the initial configuration.

Per the manual it says "Select Administration > vRPA Clusters" and then select  "Licensing", but there is no licensing option listed that we can find.

Somewhat new to RP4VM - is there a version that cannot be licensed, or is the documentation incorrect?
