Yet another r720 with no vga output

Hello,

I have scoured these forums and Google looking for a fix for my issue and cannot seem to find one. 

hardware: R720, 96gb ram, 2x E5-2650V2, h710, 750w psus, idrac7. day 1 (1.0.3 or something crazy) system bios most recent idrac update. No os. No external gpu, no usbs, sds, or any peripherals. 

issue: on power up everything runs fine. I have access to idrac and can see that the post had no errors. Vga in the front and back are unresponsive as well as the virtual console. I went through the hardware on idrac  and everything says it’s ok. I did see a second video device in there that wasn’t integrated but not sure if that’s normal.

what I’ve tried: unplugging it and pushing the power button, moving the jumper for bios reset, bare bones 1 stick of ram, 1 cpu  1 psu, no hdds . I then moved them over to cpu 2 b1 and psu 2. I have poured through idrac manuals trying to find a cli command to turn on the integrated video but can’t find it. I also have no way to download the idrac config because cli doesn’t allow it. Web server works as well. I turned on video in virtual console. Same result. Tried different monitors, cables, hdd, ram, CPU’s. 

my guess is that integrated video is disabled in system settings but I can’t get there to activate it, and I don’t think my rtx 6090 will work in the Pcie riser. Any help would be appreciated. Or I’m going to have to Google what buttons to press and just blindly try to get into system settings. (If anyone has a keystroke pattern to get to the integrated graphics please post it I’m actually willing to try this)
