Thermal restriction matrix clarification

Hi, 
I have an FC640 with the following readings.

• System Board Inlet Temp 21C
• Chassis Ambient Temp 40C
• CPU1 Temp 47C
• CPU2 Temp 40C

I'm trying to wrap my head around the thermal restriction matrix information in https://www.dell.com/support/manuals/en-ph/poweredge-fc640/pefc640_ts_pub/thermal-restriction-matrix?guid=guid-cd1959dd-15d0-4685-8287-a142a5a1e83c&lang=en-us

CPU 1 and 2 are Intel(R) Xeon(R) Gold 6230 CPU @ 2.10GHz in an FX2 chassis. Based on the link above is 35C. Does mean I am overheating? Even though then inlet temp is within reasonable operating temperatures.
