powerEdge r720 not start by switch on/off or when reboot

I bought a used powerEdge r720 for my own training . All firmwares are up to date. The problem is that I can't start it with the on/off button. To start it, you have to disconnect the power supplies, remove the battery from the CMOS memory to clear the bios, wait 1 minute, put the battery back in and connect the power supply. It starts after configuring the bios, same problem, it doesn't restart! Does anyone know how to solve this?

Normally when we see this it is an issue with the Control Panel, the control panel cable, and less often the motherboard.

What I would start with is simply reseating the control panel cable on both ends and try again. If that doesn't work then try the following

--remove the server cover, disconnect the control panel from system board, then with the lid still off hold the rear i button for 15 seconds, see if it powers up. If it does then the issue is one of the 3 I listed above, the control panel. cable, or motherboard is the cause.
