PowerEdge 240 does not boot VMware automatically after power loss

PowerEdge 240. VMware installed in USB and pugged into internal USB slot. After power loss the server starts but fails to boot VMware. It retries multiple times, but always fails to boot. Moreover the keyboard
plugged to other USB ports does not work after power resupply. 

Then if server is restarted manually using power button, then keyboard works and using one-shot boot the VMware is launched successfully.

Checked the bios settings. AC power recovery is enabled. The boot sequence is set so only the internal USB is enabled. It detects it as VMware boot.

What could cause this issue, that it wont boot when trying to boot automatically after power is supplied again? Am I missing some setting?

To start what I would do is power down the server, remove the power cables, then hold the power button for 20 seconds to drain the flea power. Once done then open the server and located the NVRAM_CLR jumper, as seen below as #3. Once located then move the jumper over and then apply power to complete the NVRam clear, once completed then power back down, remove cables and restore the jumper. After the jumper is restored to its original location then close the cover and then reinstall the power cables, but wait 2 minutes before powering the server. Once all that is done then I would then make sure that the server is up to date on BIOS, iDrac/LCC, and the power supplies (if available).
