PERC H710 Mini (Embedded) logs fluctuate between PERC1 battery is low and PERC1 battery is operating normally

I believe I have some sort of hardware related issue with this PERC controller running on an old Dell R520 server. 
Server BIOS, iDrac, and PERC Controller firmware are as up to date as possible. This was done in hopes there may had been some firmware discrepancy causing these system events. 

Now I'm certain it's hardware related. The Controller battery is reporting the state as Degraded. The logs will jump between battery low and operating normally every 15-20 minutes roughly. 

My question: Is this referring to the PERC Controller battery or the CacheVault Power Module?
