How do i set the PWM or RPM of the fans in my Dell R730xd server?

Server room is at 66 Fahrenheit yet the fans in my Dell R730xd is running at 100% and 16920 RPM

to cut story short, i want to manually set the fan speed to 50% or 8000 RPM or set the maximum value to those values so that the fans never blows higher

the noise is really annoying when the server room is like a freezer, i dont need the server fans to be doing unnecessary work increasing electricity bill while creating annoyance also
