Dell R420 Idrac issue error SWC0242 SD card missing in Idrac Slot

Hi guys

we recently bought 2 Dell R420s used from another company.. 

both work ok, but when we tried to test out the idrac port, it simply did not respond neither no lights blinking on the idrac port neither the switch plugged into the idrac port cable..

So we entered lifecycle controller and in the menu it displays in the logs a code error SWC0242 license expired or missing...

One other thing i noticed is that this idrac cards do not have the SD card on the slot, both are missing.

Does idrac INIT the card without the SD cards? or i the cards hold the license?  

And if the cards are required how can i get the license and the cards in order to make the idrac work again, so we can run our monitor tools to monitor the hardware on the server remotely?
