What storage controller you have on the server? This screen is coming as windows installer not able to find the storage as driver is missing for same. You need to download windows 2019 driver for the storage controller you have on the server and provide it during installation using a USB key.

You can also  use iDRAC to mount the drivers or use Lifecycle Controller to deploy the operating system. You can refer below link with more details on this

Hello Luis,

Is this the process you used?

Download the OS Driver Pack (below) windows .exe file

Supply that in the LifeCycle Controller Platform Update page to update the driver pack

Then go through the steps OS Deploy in the LifeCycle Controller

Dell OS Driver Pack v.22.12.05

https://dell.to/3QL0haB

Installation of OS Driver Pack:

You can update the Driver Pack using Lifecycle Controller.

1. Copy the file to a USB device

2. Plug in the USB device and enter in to Platform Update

3. Select the USB device and navigate through the directory contents to find the executable

4. Launch the executable and follow the instructions provided.
