Dell 2300 flicking and color banding

I'm hoping someone can help me.
 
 A few days ago my Dell 2300 started acting up.  It begins to flicker and the image gets really washed out.  Any color that is bright starts banding like crazy (IE rather than being a smooth continuous tone for a gradient, there are layers of color that you can clearly see the separation between).  I've also noticed that my blues start becoming red.
 
At first I thought it might be my cable box because the effect wasn't noticeable at first when I was watching a DVD.  But then today I noticed my DVD movie started flickering and when I switched back over to TV the image was indeed messed up.
 
The effect comes and goes and doesn't seem to have anything to do with how long the projector has been turned on.  Firday it happened almost immediately while yesterday it didn't happen for about 4 hours.
 
I have new lamp in the projector.  My old one burned out on me the day before Super bowl Sunday (yeah that was wonderful timing) and I got a new one a few days later.  The new bulb only has a little over 400 hours on it so it's not like it's worn out or anything, though I'm wondering if it could be defective.
 
I'm not sure what to do at this point.  Is it a projector or a lamp problem?  Any suggestions/advice would be greatly appreciated.
