What software is Dell trying to download ? Is it necessary?

Just purchased a clearance convertible Inspiron 11 / 3000 - 

On restart I it goes out and tries to download Dell software - the popup says " Software ordered with your system is available for download and install...."

It is a basic laptop - we did not "order" anything - and the popup is not saying what this software is.

We have nothing loaded on it and with just chrome running the CPU is at 75 to 100 % and the HD is maxed our at 100% with just the "System idle processes" with nothing running - so I REALLY do not want to clog this up.  

What is the software?
