Unable to install Feature Enhancement Package

Vostro - XP Pro - I want to control the keyboard backlight timeout. I am informed that to do so requires the installation of Dell's FEP. I attempted to install it from from Dell but the installation failed due to the lack of .NET4 Framework, specifically Version 4.5. Well I already have Version 4.6 of .NET4. Even after "repairing" .NET4, the installation failed again.
