I cannot use the dell restoration disk to reinstall my win 7 64 bit op system. it keeps on stating: there are missing files?

I have also tried to use the media tool to upgrade to windows 10 and it states that there is a problem?

I have also tried to boot the restoration disk via the start up BIOS window by pressing f12 on start up.  Can someone please advise me.
