Dell MFC E514dw laser printer voltage spikes when not in use

My Dell MFC e514dw laser printer voltage at idle is 3watts but every so many minutes it spikes to 600+ watts. I am also randomly hearing a popping sound coming from the printer. My computer subwoofer speaker is also making a small sound after this typically.

I'm thinking there is maybe a failing capacitor inside that needs replacing. I've done this with a previous Samsung printer. Has anyone done this before with this printer?
