USB-C External Monitor No Longer Working on Precision 5680
Issue: External USB-C monitors are not working on user's laptop(External monitor powers on but does not detect display). User tested a keyboard and mouse in this same port and they worked fine. User tested the Monitor on another user's device and confirmed they worked there. Issue is tied to user's computer.
Troubleshooting Completed:
Ran Windows update
Ran Dell support assist
Ran Dell command update
Verified no drivers exist for these external monitors (plug and play)
Tried BIOS versions 1.11.0 and 1.13.0
Confirmed all USB-C ports are enabled in BIOS.
Tried on all available USB-C ports on laptop.
Uninstalled all USB drivers from Device Manager.
Ran sfc /scannow
Rebooted multiple times.
Did a fresh install from complete factory settings(Windows install USB).
Installed Intel Serial IO Driver 30.100.2237.26_A01_05
I ended up having a spare laptop that's the same exact make and model. I confirmed that laptop is also having the exact same problem.
This external display works on any other Dell Laptop I have.
Confirmed all applicable BIOS settings for USB ports are enabled.
Findings:

Looking into it I'm seeing multiple threads from multiple brands reporting the same thing. I'm even seeing threads on this from Apple. Has anyone seen this recently within the past 30 days? If so have there been any successful troubleshooting attempts?

When the USB-C port is connected to the monitor and the display fails, I recommend trying to discharge the static electricity on the monitor, that is, disconnect the power supply and press and hold the power button for 40 seconds. Although it sounds strange, it has solved the problem many times. If you are interested, you may want to try it. If discharging the static electricity on the monitor alone does not work, you can also try discharging the static electricity on the host.

@niko_ke What would be the necessary steps to discharge host? I've seen that around a few forums but from I've seen it's power off the laptop, hold power button down for 30+ seconds, turn laptop back on.
Where this fails for me, and this could just be from me misunderstanding the steps, is that when I turn off the laptop, holding the power button down just turns the laptop back on.

@DellMachineUserHelpRequest If the machine turns on by long pressing, continue to press until the machine turns off again. This is considered successful. You need to disconnect the power supply,

Same here.. WE have approx 100 x Dell U3419 USB-C screen .. all the the latest available Firmware
And when we upgrade from our Dell 5550 / 60 .. to 5680 and 5690, the Dell Instantly stop after 1 min boot.. with no error message at all.
Bios updated, Drivers updated.. same behaviour.. in all 14 laptop we upgrade.

I have the exact same problem on my Dell Precision 5680.
BIOS 1.13.0, the same problem under both Linux and Windows. Essentially, if you plug an external display into any of the USB-C ports, it can only output a display signal if the external device isn't also being powered from the laptop.
For example - plugging in an external monitor with just a USB-C cable will power the monitor on, but you won't get a display signal. As soon as you plug an external power source into the external monitor, the display signal will come through as expected.
The behaviour is almost as though the following setting in the BIOS is forced to "Off" irrespective of what you set it to:
Video/Power only on Type-C Port
"Limits Type-C port functionality to Video or Power only"

Just a correction on the previous post.
The behaviour is almost as though the following setting in the BIOS is forced to "on" irrespective of what you set it to (so for example, I have it turned off):
Video/Power only on Type-C Port
"Limits Type-C port functionality to Video or Power only"

My 5690 USB C port failed while doing a USB driver update.
Apparently when the device reboot the USB was left in an unprotected state .
That USB port failed and dameged the monotor port, other ports still work..
Waiting for a motherboard replacement.
