Service Tag has not been programmed — Press F1 - cannot boot system

I get this error after replacing a bad motherboard.  The laptop will not boot or go to the BIOS by pressing F1 as instructed on the screen, and F2 does not work either.  I have pulled the battery, unplugged the power then held the power button down for over 30 seconds, still the same error.      I try to boot to a USB bootable drive but still get the Service Tag has not been programmed — Press F1 - cannot boot system. 

I called DELL support, and they can't help.  

The laptop is a Precision 7520.  

Does anyone know another set of key combinations that will boot the laptop into the BIOS?

The error "Service Tag has not been programmed — Press F1 - cannot boot system" usually shows up after replacing the motherboard in your Dell Precision 7520 because the new board isn't configured with a service tag. You'll need to access the BIOS Programming Mode, which typically calls for a Dell-authorized tool or service technician access, because F1 and F2 aren't functioning and you can't access the BIOS or boot from USB. Regretfully, this problem cannot be avoided with standard key combinations. Contacting a certified Dell repair center with the necessary equipment to program the service tag into the motherboard is your best bet if Dell support is unable to assist.
