Precision 7560 PCH is too hot for no reason

Hello there, I have a precision 7560 and this device is too hot. After a little bit of inspection I found that the PCH temperature in hwinfo is idling at 75C reaching 95C on load and in bios the skin temperature is 88C. Is this normal for this kind of laptop? Knowing that the room temperature is about 30C to 35C because I live in the Middle East. I can’t find a way to lower this temperature even dell power manager is ineffective.

Hi, i opened the device and found that the PCH is passively cooled ba a 1.5 mm thermal pad placed over a copper die. The original thermal pad was so dry and hard so i replaced it with a new one and now the PCH temprature at idle is 62C and on load it reached a maximum of 75C. It has a lower numbers than before but i still think these numbers should be lower than that.
