Precision 7560 fan suddenly running constantly (and noisely)
Fan suddenly decided to start running at full throttle, constantly, in spite of normal temps and no strain on the CPU, GPU, or drives. Blew compressed air through it (even took the bottom panel off to access the fans fully) and there's no dust build up at all. Tried the "Quiet Mode" power option in the BIOS but no joy. Fan insists on making my day.

Run the Dell Diagnostics to see if that will provide any information as to what the issue could be.

Is there a BIOS update available for your device? As suggested by Jesse, run the diags and post if anything came up. It might be the motherboard about to die, but a BIOS update may help avoid that. And you verified the heatsink is installed correctly and not damaged?
