Precision 7530 does not recognize a second hard drive consistently

I recently bought a second hard drive for my Precision 7530. I currently dual-boot Windows 10 and Linux Mint 22 and the eventual goal of this new hard drive is to segregate the two operating systems to their own individual hard drive.  However, the system does not consistently recognize its presence. Upon boot, it is not seen in the BIOS and is not detected by any possible startup option - neither the two operating systems, nor if I boot to a live USB. However, if while booting I will enter BIOS setup via F2 and exit without changing anything, the hard drive is then detected. What could possibly be the issue?

Some notes:
-I have already tried changing the slot for the new hard drive. It's now in the slot where the original drive was, and the original drive is in the slot where I had the new one originally.
-The drives are both M2 NVME PCIe. The original is PCIe3 and the new one is PCIe4. The original is Samsung 980 and the new one is Team MP44L. As far as I've seen, the Precision 7530 should have full compatibility for this.
-I also tried removing the original drive and just booting with the new drive; it is then recognized without any issues.
-In BIOS, Fast Boot is disabled, Secure Boot is disabled, and all drives are enabled.
-I have flashed my BIOS to the most recent version. This allows the hard drive to be recognized for one cycle; when I reboot the computer, it's no longer seen unless I go through the steps mentioned above.
-I am considering to reset my BIOS by removing the coincell battery, but haven't done that yet.
-I've tried various solutions within Windows and Linux, and downloaded all driver updates I can from Dell, but I don't feel like it's a software issue - all I've seen shows me that the boot cycle is looking for and mounting only one hard drive, unless it's interrupted with F2.

-I did try to install operating systems on the new drive, which worked fine, but they would simply disappear upon reboot, only to reappear in perfect condition if I would do F2, exit, F12.

Is there anything else I can try to do? Any thoughts, any suggestions, any helpful tips? Thank you!
