Precision 5570 - Latest BIOS 1.32.1 update tanks performance

The latest BIOS update, updating from 1.30.0 (or 1.31.0, can't remember exactly) to 1.32.1, absolutely destroys performance. Any disk I/O or CPU activity reduces GPU performance visibly (just scrolling somewhere is like 4fps tops) and affects overall system performance. The system becomes incredibly laggy and sluggish under a light load.

I've downgraded the BIOS to 1.30.0 and performance is back to normal, with no other changes to BIOS config, drivers, or system settings.
