Precision 5560 Mobile Workstation - No bootable devices were found!

The laptop only has this issue when powered off, and then connected to a WD15 dock or a U4919DW display. If I power it on first, then connect to the dock or display -- it's fine.  BIOS is 1.7.0, this problem has occurred since the last BIOS.
