Precision 5540, Windows 11 and CPU Throttling
I've been experiencing performance issues and noted in the Windows Task Manager Performance window that the CPU spends most of its time at 0.79 GHZ, even if CPU utilization is above 80%..
I've confirmed the following:
- Power plan min CPU is set to 100%. As many have noted, Windows 11 only has one plan under the old Control Panel (Balanced)
- Power mode is set to "Best Performance" under System > Power & battery
- Dell Power Manager Thermal Setting is set to "Ultra Performance"
- CPU Temp is under 50 degreed Celsius
- The various Intel speed-step, c-states, etc... features are turned on in the BIOS
- All diagnostics passed
Any ideas?

After a new dock, a new motherboard, etc... Problem came down to a driver.
Given all the hardware replacements, I suspected it could be a software issue so I did a random google search and found this driver. It wasn’t listed for my laptop but I installed it and the issue is fixed!
CPU now is speeding along at 3+ GHz while only powered by the dock.

For everyone's benefit, the support team DM'ed me to reset the RTC. I did that and, unfortunately, it has left the situation worse with the CPU now locked at 0.79GHz, rending the machine pretty much useless. Sigh...
