Precision 5540, WD19TB, dual S3221QS DP not in 4K 60Hz

Precision 5540

Precision 5540

I have the Dell Precision 5540 and am using the WD19TB dock. Full Specs below. I'm using two Dell S3221QS monitors connected via the DP (with high-speed cable) and no matter what I try I cannot get both monitors to work @ 60 hz in 4K. I can get both of them to work in 4k @ 30hz or one 4k @ 60 hz and the other in QHD. I've run the Dell Support assists and updated all drivers and installed the specific drivers and software for the monitors. I've read a ton of different threads indicating I can run both monitors 4k @ 60 hz if I am using the WD19TB dock (which I am) and other threads indicating that it could be limitation of the motherboard that is preventing the monitors from running at 4k 60 hz. I really just need a YES or NO answer on whether or not my laptop/dock can support the monitors in 4k @ 60 hz. If YES, what am I missing/needing to update to achieve this.
