Precision 5530 fan speed too low ?
Lately I noticed that under heavy load, my CPU quickly throttles back to 90%, i.e. about 2.35 GHz (i7 - 8850H @2.60 GHz). With a light load, I get 4.10 GHz or more.
Even when the Windows "Power Mode" is set to 'Best performance' or the Dell Power Manager "Thermal Management" set to 'Ultra Performance'.
The fan seems to run more quietly than in the past.
There is no fan-related settings in the BIOS for this laptop as it seems.
The diagnostics tool reports no problem, but the CPU fan high speed is reported there at ~3600 rpm (target = 5100) and the GPU fan high speed is reported at ~3800 rpm (target 5100). The diag tool consider this OK as the tolerance is noted at 40%...
I wonder however if it is not time to replace these fans ? They have been dust-removed a couple of monts ago.

FYI, I fixed my problem (there were 2 problems actually)
1) replaced both fans with a new set (many brands available online, the one I picked seems to work OK)
2) properly cleaned heatsink+chips & applied new quality thermal paste (looks like a previous removal/reinstall of the heatsink after a coffee spill wasn't done with enough care for the thermal paste)
CPU now happily cruises slightly above 2,90 GHz under steady full load (i7 - 8850H @2.60 GHz)
Me happy again

But I should have first asked: is it expected for the CPU to run at 90% of its base clock under heavy load anyway ? Is the P5530 able to cool this CPU's TDP ?
