Precision 5480 won't ouptut dual 4k over USB C

I have a Precision 5480 with Inte Iris Xe and NVIDIA A1000 GPU's. I also have an XPS 15 9530 with an identical processor and Intel Xe but the Intel Arc A370M dGPU. These are both connected to a Samsung G9 57" via PIP through a TESmart USB C KVM (https://www.tesmart.com/products/cks202-p23?variant=45376255262932). For the longest time I was not able to get either to output 4k 60Hz on both inputs to the monitor. I could only get 4k 30Hz on one and 1920x1080 60Hz on the other. I worked with TESmart and they were able to identify an EDID issue and provided me a firmware update. After some further tinkering with graphics drivers I was able to get both successfully outputting 4k 60Hz to both monitor inputs.

In the end my best success was with uninstalling the dGPU in device manager, installing the Intel Iris Xe driver 32.0.101.6078 directly from Intel and then setting Group Policy Manager settings to not allow the dGPU to be reinstalled or allow Windows Updates to push driver updates. This was, to put it lightly, I major headache to achieve.

This was working for some time until one day the Precision 5480 decided it didn't want to cooperate any longer and reverted to its 4k30/1080p30 nonsense. I have tried several times over the last few weeks to get this working again and so far have not had any luck, even following the steps I described above that I thought I had gone through in the first place. Today I tried the newest drivers from Dell, Intel and NVIDIA for the respective graphics adapters, but still no luck.

I'm really hoping there might be something I'm missing or something else I can try get this working again.

In Display Settings, I can choose "Advanced Display" and then choose "Display adapter properties for Display 1(or 2)" and if I go into "List All Modes" I can manually lower the resolution on Display 1 and then manually increase it on Display 2, so both "Displays" are recognized as 4k compatible, it just refuses to push 4k to both at the same time. I also normally have my laptop closed, so these are the only 2 displays it is trying to drive.
