Precision 3541 is not showing legacy or uefi:
I have a precision 3541 and it has no option: legacy or uefi:
i was trying to boot to an external hard drive that is uefi(windows 11):

As with all new systems, there is no longer a legacy mode - UEFI is the only one the system supports. Whatever you're using needs to be updated to UEFI compliant.
Note: most UEFI systems will boot from a UEFI compliant flash drive, but will not from a UEFI external hard drive or SSD.

so, this is normal. best the is no option to use USB or hard drive.

The system WILL boot from a UEFI compliant flash drive made with the Microsoft media creation tool, or with another utility that is correctly used to do the same.
In general, UEFI systems will not boot from external hard drives.

i now have an internal m.2 hard drive but when i press f12 I don't see my USB i tried with secure boot turned on and off I used rufus.

If so, the system doesn't see the drive as bootable. Rufus has a number of options you can choose when you prepare the drive -- make sure the image you're preparing from is UEFI-compliant and that the drive is written to be UEFI-bootable.
If you've used the options correctly and the drive is still not bootable, try another utility such as Balena Etcher.

i tested the USB using diagnostic tool and it says they work but i think they don't because when i connect wireless mouse from bios it does not work. But I'll try your suggestion in the mean while.

If the system doesn't pick up a wireless receiver for a mouse, that's not a UEFI problem -- is there an administrative lock on the system? It is possible to have one that locks out USB devices. If there is, you'll need to contact the owner (or seller) of the system - or your network administrator. If you know there isn't, but USB devices still don't work, contact Dell for a warranty repair.

I use someone's laptop to boot windows 11 and put hard drive in my laptop it showed the hard drive with windows and I can confirm the USB are not work even through driver manager shows the ports and diagnostic tools says they are fine
